A pilot project - Un projet pilote

Today I am monitoring a food security project in Komanda area. Since the security situation has improved in this part of Ituri, people start returning home. But often, there's no home. Either it's been burned, destroyed, or being occupied by others. Resuming one's life in such circumstances is not easy. Assistance is provided by NGOs to facilite reinsertion and help people resuming their lives. Health is provided for free, schools are being rebuilt, agricultural tools and seeds handed over for people to cultivate. What I am monitoring today is a pilot project. It aims at increasing significantly rice yields by setting up rice paddies. This is a new way of cultivating rice in Ituri, people are not used to that technique. The project wants to verify several assumptions: that peopld would accept it, that they would be willing to work hard and have the patience to see results, whether there are indeed results, and that it could be a new possibility to tackle food insecurity for vulnerable people in that area. I discuss with all participants to the project. They have worked hard to make it work. Clearing a swamp is no light work. They've through difficulties but kept working hard. The agronomist supervising the project show me the latest yields. They are impressive and encouraging indeed. Beneficiairies are happy with this. When asked what they did with all the rice, the answer is almost always the same: eat part of it, sell another bit to be able to buy some clothes or pay the school fees, and keep some to be able to plant soon. I am very pleased with what I saw. There are possibilities ot improve the way it's being managed, but it's definitely going on the right direction and we shall ask the NGO to expand this initiative to other areas.

J'effectue aujourd'hui la supervision d'un projet en séécurité alimentaire dans la zone de Komanda. Depuis que la situation sécuritaire dans cette partie de l'Ituri s'est améliorée, les gens commencent à retourner chez eux. Mais le plus souvent, il ne reste plus grand chose. Leur maison a soit été détruite, brulée, ou bien même est occupée par d'autres personnes. Refaire sa vie dans ces circonstances n'est pas chose facile. De l'assistance est pourtant fournie par les ONG afin de faciliter leur réinsertion et de reprendre uen vie normale. Les soins de santé sont fournis gratuitement, les écoles sont reconstruites, des distributions de semences et outils sont effectuées pru que les gens puissent cultiver. C'est un projet pilote que je supervise aujourd'hui. L'aménagement de bas-fonds afin d'augmenter les rendements de riz. Cette façon de faire est nouvelle en Ituri, les gens ne sont pas habitués à cette façon de cultiver. Ce projet tente ainsi de vérifier plusieurs hypothèses : que les gens accepteront cette façon de faire, qu'ils seront prêts à travailler dur et avoir la patience d'attendre des résultats probants, et si en effet il y a des résultats probants, et que ceci pourrait contribuer à diminuer l'insécurité alimentaire dans cette zone poru les personnes vulnérables. Je discute avec les différents participants au projet. Ils ont travaillé dur pour ce projet. En effet, aménager des bas fonds n'est pas un mince travail. Cela na pas été facile mais ils ont continué jusqu'au bout. L'agro,ome qui supervise ce projet me montre les chiffres des récoltes. Ils sont en effet encourageants. Les bénéficiaires semblent heureux de ceci. Quand je leur demande ce qu'ils ont fait du riz récolté, la réponse est presque toujours la même: on en mange une partie, vendre une autre afin de s'acheter des habits ou payer la scolarité des enfants, et enfin garder de quoi pouvoir replanter bientôt. Je suis satisfait de ce que je vois. Il y a bien sûr certaines améliorations à apporter mais le projet va globalement dans la bonne direction. On va ainsi demander à l'ONG de reproduire cette initiative dans d'autres endroits.
